A proposed ordinance would prohibit tethering animals between 10 p.m. and 6 a.m. and for longer than three hours a day. Ropes or chains would have to be at least 20 feet long. Tethering would also be banned when heat or tornado warnings have been issued. Choke, prong and ill-fitting collars would not be allowed.
